The controversy occurs mainly in English-speaking countries, as <a title=\"Continental Europe\" href=\"http:\/\/en.wikipedia.org\/wiki\/Continental_Europe\">Continental Europe<\/a> does not practice water fluoridation.<sup id=\"cite_ref-Martin1989_0-0\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Water_fluoridation_controversy#cite_note-Martin1989-0\">[1]<\/a><\/sup> Instead, flouride is added to most table salt in Europe.<sup id=\"cite_ref-1\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Water_fluoridation_controversy#cite_note-1\">[2]<\/a><\/sup> Those opposed argue that water fluoridation imposes ethical issues,<sup id=\"cite_ref-Cross2003_2-0\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Water_fluoridation_controversy#cite_note-Cross2003-2\">[3]<\/a><\/sup> may cause serious health problems,<sup id=\"cite_ref-Colquhoun1998_3-0\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Water_fluoridation_controversy#cite_note-Colquhoun1998-3\">[4]<\/a><\/sup> is not effective enough to justify the costs, and has a dosage that cannot be precisely controlled.<sup id=\"cite_ref-4\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Water_fluoridation_controversy#cite_note-4\">[5]<\/a><\/sup><sup id=\"cite_ref-5\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Water_fluoridation_controversy#cite_note-5\">[6]<\/a><\/sup><sup id=\"cite_ref-6\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Water_fluoridation_controversy#cite_note-6\">[7]<\/a><\/sup><\/p>\n<p>The weight of the scientific evidence have found that at the dosage recommended for water fluoridation, the only clear adverse effect is <a title=\"Dental fluorosis\" href=\"http:\/\/en.wikipedia.org\/wiki\/Dental_fluorosis\">dental fluorosis<\/a>, which can alter the appearance of children&#8217;s teeth during <a title=\"Tooth development\" href=\"http:\/\/en.wikipedia.org\/wiki\/Tooth_development\">tooth development<\/a>.
